Even those states with legal gambling restrictions may not want their residents to bet online. For these reasons, they should look to pass laws that prevent their residents from playing at off-shore sites.

While online gambling is a business, the federal government does not regulate it. States have to pass laws that regulate gambling, and online gambling is no different.
